For a beauty brand, manufacturing quality is not a certificate on a supplier deck. It is a system. The real question is whether that system can repeatedly turn approved formulas, raw materials and packaging into finished products that meet specification—while creating enough evidence to trace what happened when something goes wrong.
That is why ISO 22716 matters. The international standard provides Good Manufacturing Practices (GMP) guidelines for the production, control, storage and shipment of cosmetic products. ISO states that ISO 22716:2007 was reviewed and confirmed in 2022 and remains current. For brand owners working with OEM, ODM or private-label partners, it offers a useful framework for separating a professionally controlled operation from a factory that merely looks impressive during a tour.
This guide is written from the buyer's side of the table. Rather than treating ISO 22716 as a compliance acronym, we will examine the operating disciplines behind it, the evidence brands should request, the questions procurement teams should ask, and the limits of certification itself.
What is ISO 22716?
ISO 22716:2007 is titled Cosmetics — Good Manufacturing Practices (GMP) — Guidelines on Good Manufacturing Practices. Its scope covers guidelines for cosmetic product production, control, storage and shipment. Importantly, ISO also makes clear that the standard focuses on product-quality aspects; it is not a complete occupational-safety or environmental-management standard, and it does not apply to research and development activities or distribution of finished products.
That distinction is commercially important. A brand should not read “ISO 22716” as shorthand for “every part of this company has been independently proven excellent.” Instead, think of the standard as a structured operating language for cosmetic manufacturing: people, premises, equipment, materials, documentation, production, quality control, deviations, complaints, recalls, subcontracting, waste and internal auditing all need disciplined management.
For the European Union, EN ISO 22716:2007 is listed by the European Commission as the harmonised standard for cosmetic GMP. In the United States, the regulatory picture is evolving under the Modernization of Cosmetics Regulation Act of 2022 (MoCRA). FDA states that MoCRA requires it to establish GMP requirements for cosmetic manufacturing facilities, while facility registration, product listing, safety substantiation and records obligations have already increased the compliance workload for companies selling cosmetics in the US.
Why ISO 22716 matters to an OEM/ODM buyer
A contract manufacturer sits inside your brand's risk architecture. Consumers may never know the factory's name, but a contamination event, wrong label, unstable batch or undocumented ingredient substitution will still land on your brand.
GMP therefore has four commercial functions. First, it reduces preventable variability. Second, it creates traceability when variability occurs. Third, it makes responsibilities visible instead of relying on individual memory. Fourth, it gives a brand a common framework for supplier qualification across factories and markets.
This becomes more important as a company scales. A founder can personally inspect a pilot run; a regional brand with ten SKUs, multiple packaging suppliers and several markets cannot manage quality by observation alone. It needs specifications, approved procedures, controlled records and defined escalation paths.
The 10 operating systems brands should examine
1. Personnel: quality begins with defined responsibility
GMP depends on people knowing what they are authorized to do, what they must record and when they must stop a process. Ask how production operators are trained, how training is documented, who releases raw materials and finished goods, and whether quality personnel have enough independence to reject a batch.
A polished organization chart is not enough. Select two critical procedures—perhaps line clearance and bulk release—and ask how competency is demonstrated for the people performing them. The goal is to see whether training is operational or ceremonial.
2. Premises: flow is a quality-control tool
Facility design should reduce mix-ups and contamination. Look at how raw materials, packaging components, bulk product, finished goods, rejected material and waste move through the site. Are quarantine areas visibly controlled? Can released and unreleased materials be confused? Are cleaning zones and personnel flows logical?
FDA's cosmetic GMP inspection checklist similarly emphasizes suitable facility design, sanitary operation, cleanable surfaces, adequate ventilation and controls that prevent contamination. A factory tour should therefore be treated as a process-flow audit, not architecture sightseeing.
3. Equipment: “clean” needs evidence
Mixers, transfer lines, filling equipment, scales and laboratory instruments can all introduce error. Buyers should ask how equipment is identified, cleaned, maintained and calibrated. For measuring devices, check calibration status and what happens when an instrument is found out of tolerance.
The useful question is not “Do you calibrate your equipment?” It is “Show me the calibration status and last record for the scale used to weigh this formula's critical active.” Evidence changes the conversation.
4. Raw materials and packaging: approved inputs only
Supplier quality begins before manufacturing. Incoming materials need identity, lot status, acceptance criteria and storage controls. FDA guidance specifically highlights labeling of material containers with identity, lot identification and control status, plus procedures for sampling, examination and rejection.
For OEM/ODM brands, request the raw-material specification and certificate-of-analysis workflow for selected high-risk ingredients. For packaging, confirm the approved specification, artwork version, component tolerances and compatibility requirements. A beautiful bottle can still fail through pump output variation, leakage, stress cracking or formula interaction.

5. Documentation: if it is not controlled, it is not scalable
Documentation is one of the clearest dividing lines between informal production and a mature quality system. Formula masters, manufacturing instructions, specifications, test methods, cleaning procedures, batch records and artwork should be version controlled. Changes need authorization and obsolete versions need to be prevented from accidental use.
Ask a manufacturer to trace one finished batch backwards: finished-goods test results, filling record, bulk batch record, raw-material lots, packaging lots, line clearance, deviations and release decision. Then trace a raw-material lot forward to every batch that used it. A functioning system should make both exercises possible without detective work.
6. Production controls: repeatability beats heroics
A good production system defines critical steps before the batch begins. That can include addition sequence, mixing speed, temperature ranges, homogenization time, pH adjustment, bulk hold time, filling parameters and in-process checks.
For a brand, this is where product development meets commercial reality. A formula that performs in a laboratory beaker is not automatically robust at production scale. 7. Quality control: release should be a decision, not a habit
Quality control should work against approved specifications and documented methods. Depending on product type, this may include appearance, odor, pH, viscosity, density, fill weight, microbiological criteria and other formula-specific tests. The manufacturer should define sampling, acceptance, rejection and retesting rules.
Brands should request a sample finished-product specification and anonymized certificate of analysis. Compare the specification with the commercial claims and consumer experience you actually care about. If a “luxurious high-viscosity body wash” has no meaningful viscosity control, the quality system may not be measuring what the brand promises.
8. Deviations and change control: the response to error reveals the system
Every factory experiences deviations. The quality signal is not the absence of problems; it is whether problems are detected, documented, investigated and prevented from recurring.
Ask for an anonymized deviation example. Was the affected material placed on hold? Was root cause investigated? Were corrective and preventive actions assigned? Was effectiveness checked? Then ask how planned changes—new ingredient supplier, packaging resin, filling line, fragrance source or process parameter—are assessed before implementation.
For brands, uncontrolled change is a major hidden risk. A supplier substitution that looks equivalent on a purchase order can alter odor, color, viscosity, stability, microbiological risk or regulatory documentation.
9. Complaints and recalls: traceability must work under pressure
A quality system needs a route from consumer complaint to batch investigation. Complaint records should be categorized, trended and escalated when necessary. Recall procedures should define responsibilities, communication, product identification and reconciliation.
During supplier qualification, ask the factory to explain its mock-recall process. How quickly can it identify all finished goods associated with a particular raw-material lot? How are distributed quantities reconciled? Who can authorize a recall? A theoretical procedure that has never been tested deserves more scrutiny.
10. Internal audit and continuous improvement
ISO-style systems are strongest when the factory checks itself before a customer or regulator does. Internal audits should identify weaknesses, assign actions and verify closure. Brands should ask about audit frequency, how findings are graded and how overdue corrective actions are escalated.
This is also where experienced OEM/ODM partners can create value beyond basic compliance. A mature manufacturer uses recurring deviations, complaint patterns, yield loss and process data to improve operations rather than simply close paperwork.
ISO 22716 certification is useful—but it is not supplier due diligence
A certificate can be an efficient first filter. It can indicate that a facility has been assessed against a recognized framework. But buyers should still verify the certificate's issuing body, scope, site address, validity period and activities covered. A certificate for one facility or scope should not be casually applied to another site or business unit.
More importantly, certification does not tell you whether a factory is the right partner for your product. A manufacturer can operate a disciplined GMP system yet lack experience with your dosage form, active system, packaging technology, target-market documentation, order size or sensory benchmark.

A practical document request list for private-label brands
Before placing a meaningful commercial order, a brand should build a proportionate supplier-quality file. The exact package depends on market and product risk, but a strong starting point includes:
- current GMP or ISO 22716 certificate where applicable, including scope and site;
- business and manufacturing licenses relevant to the facility;
- organization chart showing production and quality responsibilities;
- finished-product specification and approved test methods;
- representative certificate of analysis;
- raw-material and packaging approval procedures;
- batch manufacturing and filling record structure;
- equipment cleaning, maintenance and calibration controls;
- deviation, CAPA and change-control procedures;
- complaint and recall procedures;
- stability, compatibility and microbiological testing plan appropriate to the product;
- subcontractor controls for outsourced testing or production steps;
- traceability approach for raw materials, packaging and finished batches.
Do not collect documents simply to fill a folder. Each should answer a risk question. If a manufacturer sends 40 certificates but cannot explain how your packaging artwork is version-controlled at filling, the documentation volume is disguising a process gap.
How to audit an OEM/ODM factory without becoming a quality engineer
Smaller brands often assume factory auditing requires a multinational quality department. A formal technical audit certainly benefits from trained specialists, but commercial teams can still improve supplier selection with a simple evidence-based method.
Follow one product. Choose a representative SKU and walk its journey from incoming materials to release. Ask what record is created at each handoff.
Follow one deviation. Request an anonymized example and see whether the investigation connects cause, action and effectiveness.
Follow one change. Ask how a recent supplier, equipment or packaging change was evaluated and approved.
Follow one complaint. Ask how the factory would identify affected batches and determine whether the issue is isolated or systemic.
Follow one number. Pick a critical measurement—pH, viscosity, fill weight or microbial result—and trace the instrument, method, specification, operator and release decision behind it.
These five trails expose whether procedures are connected into a real system.
ISO 22716, MoCRA and global market access
Brands should avoid treating ISO 22716 as a universal regulatory passport. Market access remains jurisdiction-specific. In the EU, cosmetic manufacturing must comply with GMP and EN ISO 22716 is the relevant harmonised standard listed by the Commission. In the US, MoCRA has materially expanded FDA authority and obligations around facility registration, product listing, safety substantiation and records; FDA also states that MoCRA requires cosmetic GMP regulations.
As of February 2026, FDA highlighted that cosmetic manufacturers and processors required to register facilities must renew registration every two years. That makes supplier documentation a living obligation rather than a one-time onboarding exercise.
Export brands should map three layers separately: the manufacturing quality system, product-specific regulatory requirements, and market-specific responsible-person/importer obligations. Confusing those layers is how teams end up with a compliant factory but a non-compliant launch.
What strong quality partnerships look like during product development
The best OEM/ODM relationships bring quality into the project before mass production. Quality teams should have visibility into formula risk, packaging compatibility, test plans, specifications, claims-support needs and scale-up decisions.
That changes the brand–factory conversation. Instead of asking only “What is the MOQ and price?”, sophisticated buyers ask: What are the critical quality attributes? What could fail during scale-up? Which tests gate commercial release? Which changes require brand approval? How will the batch be traced after export?

A buyer's scorecard: 12 questions to ask a cosmetic manufacturer
- What is the exact scope and site covered by your current GMP/ISO 22716 documentation?
- Who has authority to reject raw materials, bulk product and finished goods?
- How do you approve and periodically review raw-material and packaging suppliers?
- How are master formulas, specifications and artwork versions controlled?
- Which in-process parameters are critical for my product type?
- What finished-product tests are required before release?
- How are deviations investigated and CAPAs verified?
- What changes require formal change control and customer notification?
- How do you control subcontracted laboratories or manufacturing steps?
- Can you demonstrate backward and forward batch traceability?
- When was your last mock recall and what did it reveal?
- What quality data do you review to improve recurring manufacturing performance?
The quality of the answers matters, but so does the manufacturer's willingness to show evidence. Transparent partners can usually explain where confidentiality boundaries exist without turning every quality question into “trust us.”
Final perspective: buy the system, not just the formula
Private-label and OEM/ODM sourcing is often framed around product ideas: the ingredient, fragrance, texture, bottle and price. Those decisions matter. But once a product enters repeated commercial production, the invisible system around the formula becomes just as important as the formula itself.
ISO 22716 gives beauty brands a practical framework for examining that invisible system. Use it to ask better questions about personnel, facilities, equipment, materials, documentation, production, quality control, deviations, complaints, recalls and audits. Then connect those answers to the specific risk profile of your product and target market.
The objective is not paperwork for its own sake. It is predictable product quality, defensible traceability and fewer expensive surprises as your brand scales.
